Dr. Guevara has 31 years of education experience. He spent 7 years teaching high school in the public school sector both at Edgewood ISD and South San Antonio ISD. He is in his 24th year at Northwest Vista College where he holds the rank of Professor and teaches Government and Economics. Dr. Guevara has served the community in advocating for education with appointments to serve on the Undergraduate Education Advisory Committee for the Texas Higher Education Coordinating Board and as Co-Chair of the Education and Workforce Development Council for the Greater San Antonio Chamber of Commerce.
In other service to the community, Dr. Guevara was appointed by the City of San Antonio City Council to serve as a member of the board of trustees for CPS Energy (2009-2019) and the City of San Antonio's Historic and Design Commission (2023-current).
Dr. Guevara is married to Leticia Guevara, a retired public school teacher who taught 35 years, including the last 21 years in NISD. They have three grown children, all graduates of Warren High School and now college graduates. Dr. and Mrs. Guevara have lived in the NISD community for over 34 years. Dr. Guevara is a first generation college graduate having earned both a Bachelor of Arts and a Master of Science degree from St. Mary's University and a Doctor of Education degree from Baylor University.
The role of a school board member includes the responsibilities to make a profound impact on the future of your community. It is a position that demands dedication, commitment, and a strategic approach to governance.
As trustee, I will continue to collaborate with fellow trustees to lead the Northside Independent School District to efficient, effective, and student-focused school governance, including:

Safe and secure schools that foster the physical, mental, and emotional well-being of students and staff.

Fulfillment of public schools' unique constitutional duty to educate every child with sufficient and equitible funding to provide an exceptional education.

Strong family and community engagement to create optimal opportunities for each child.
-
Preventing the diversion of public funds through vouchers, tax credits, education savings accounts, and other mechanisms.
Issue Priorities
Students

Promote policies intended to meet the basic needs of children and families with a robust safety net that creates a foundation for student success across the board.

Monitor and evaluate the effectiveness of instructional strategies to ensure that schools meet state guidelines for academic success.

Support modifications, adjustments, strategies, and services that may be provided to meet the needs of various exeptional students.

Support programs that provide arts education to students understanding that arts education may help students develop social skills, emotional regulation, and problem-solving skills.

Promote the value of extracurricular activities and advocate for their importance in holistic student development.

Provide students with opportunities to learn coherent, rigorous content, alinged with academic and technical standards for college and career readiness.
Teachers and Staff

Provide employees with wages that support basic living expenses and benefits that reflect current day economic pressures and professional credentials.

Provide consistent recognition, appreciation, and encouragement of all employees. Provide an avenue where all employees feel valued and have a voice in decision-making processes in the organization.

Provide adequate training and development for our teachers to successfully implement district initiatives and goals related to student success.

Provide professional development programs for our teachers with opportunities to allow teachers to collaborate, innovate, and practice autonomy in their professional learning.

Allocate appropriate budget and resources to teacher support and retention programs.
School Safety

Evaluate access control and visitor management policies and procedures for all facilities
-
Train all staff, students, and visitors to maintain a high level of situational awareness as an effective tool in protection of our schools.

Continue to coordinate and collaborate with law enforcement and other first responders to develop strong school safety programs.
-
Continue to utilize behavioral threat assessment teams to identify students that pose a threat either to themselves or others and provide appropriate interventions to prevent an act of violence from occurring.

Thoroughly and continuously review, revise, and maintain multihazard emergency operational plans.
-
Conduct safety and security assessments of all facilities in an effort to identify areas for immediate and long-term improvement.
Legislative Priorities
Dr. Guevara has advocated for schools for
many years.
Currently advocating for the state to:

Support students and properly resource all public school classrooms by increasing the basic allotment, biennially adjusted for inflation

Move to an enrollment-based funding model
-
Ensure all state requirements are properly funded by the state
-
Invest in teacher recruitment and retention
-
Ensure all schools that receive state funding are held to the same transparency requirements, acountability standards, and enrollment practices as are public schools
-
Create transparency in the recapture system to ensure local tax dollars intended for public schools are used for public schools
